This could be one of two things. Let's go through them.
1. Your cable is faulty.
2. Your component needs to direct the video out the proper connection. Meaning if you are using an HDMI cable your may need to tell your cable box to send out video via the HDMI cable. This is common in Time Warner/Comcast boxes.
3. Your receiver needs to have the right input labeled. Meaning you need to tell your receiver where the video is coming from. This is common on Denon receivers.
