The US is a Republic of Sovereign States, not a Democracy as many believe. The founders did not want the US government to have any power over the individual Sates or it Citizens and therefore does not have a Federal Police force.
Regardless of what one my see on TV program's or in movies, the FBI is the Federal Office that investigates Federal Crimes with no authority to enforce State or local laws
The US Marshal's Office is the enforcement arm of the federal courts
In addition the US Military can not enforce any Federal, State of local Laws within the US and can only do so at the request of a State Governor. That was the reason the US Military could not help in the New Orleans for the first three days, the Governor did not know until she met with the President that, she needed to REQUEST Federal Forces. The CIA can not operate within the US for the same reason.
President Eisenhower violated the US Constitution when he ordered the US Military to enforce the School Segregation Law and would have been Impeached, if the State had filed charges.

Teh problem has been the states, to their determent, have allowed the Federal Government to expand its power by corrupting the intent of the Commerce Clause and using federal money to intimidate the states
