If you have damp patches where the holes were drilled, then the installation of the cable on the outside is possibly wrong. The cable should run down the wall, and then turn and come up to the hole from below. This is to make sure that water running down the cable, collects at the bottom of the loop and drops off, instead of running along the cable into the hole. The holes should also be sealed.

I just watched a segment on a program about mold. They now use a "type of sandblasting technique, which uses dry ice pellets". This was very interesting, and was used on a large section of roof sheathing. It cleaned it like new wood, the mold was vacuumed and a fan vented dust outside during process. You have a company do this, as it takes specialized equipment. The dry ice evaporates so it is a dry process, great engineering at work!
