Tell them (whoever) that you don't want your meter read.  I'm sure that they will be happy to "estimate" your monthly bill.  Just be prepared to pay a little more, as the company wants to make sure that YOU get a rebate at year end, while at the same time, avoiding an argument from you, if the balance is owed to THEM.

Since meter readers are generally polite and friendly, is there some reason that you insist that they stay off of your property?

You can find an alternative power to generate whatever you are purchasing from this company. Then there will be no need for a meter reading. What are you trying to hide that you do not want people coming around your house? If you wish to live as a hermit, do not use the modern conveniences that require a meter reading. It's your choice. The meter reader is just doing his job. Please do not use cuss words on this forum. 

The meter guy never set's foot on my property. The meter is read by an electronic devise which he points at the house and reads the mysterious box on the outside wall on my house from his truck.

My guess, you owe money, and they are trying to make sure that the readings are correct?  Most reasonable people, those who pay their bills, understand that utility service workers must at times make physical readings.
