My Ford Econoline E150 overheats. How can I tell whether the fan viscous clutch is working?

You did not say what model year, but new E350 do not have a viscous clutch, they have an electric fan.  Look for wires running to the fan, if it has wires it is an electric fan.

However, if it does have a viscous clutch. Start the engine, place a piece of cardboard in front of the radiator.

Let it run until the temperature show hot.

If the fan does not engage, it is defective
