Recently, I obstructed the rules by doing something that shall remain nameless. I was asked to fix it by: Colleen as she is a Moderator. She told me it was okay because I didn't know the rules. So is there some kind of RULES forum? I'd love to check that out.

I did not ask you to change it. Please go back and read what I said. I told you we do not tell people to Google it and explained why. You chose to change your answer. You could have left it as it was.
As for rules, there are very few. These rules are the same as one would expect on any forum. Check this thread for a couple of the most major ones http://www.akaqa.com/question/q19192111612-A-message-to-all-members-of-akaqa There is no posted list of rules because this forum has moderators. They are here to guide members and let them know what is expected on this forum. Just remember, this is a world wide help forum. Helpful answers are what the owner's appreciate from the members.
Any further questions that you may have about akaQA and the rules, you can direct them to the administrators via the contact link at the bottom of any akaQA page.
