Being i'm not as smart as you, i took the climate control fuse out and it stopped. but no fan at all now. but my new battery is safe for now. Thanks Colleen.

I misread your question. I thought you meant the blower was not working. Now let me ask you, when you say that it is stuck blowing on high, does that mean if you switch it to low, it does not switch? Or if you switch it off, it does not turn off? If this is the case, it's the switch.

I put a new battery in and it has been running on High every since, I can't turn it down or off, it runs even when the car is off.

OK, then your climate control "brain" may need to be reset. I can not find that information on line. Try calling a dealer (hopefully one with a garage) and see if they have the info.

Is that cheaper than a relay, which is what they'll say it is?

Well it probably would be cheaper. Until you have it diagnosed though, you will not know for sure.
