They probably get a do over and the teacher will be investigated to make sure they are doing their job I would imagine. 

Either the teacher can't teach or the students can't learn!

I'd surmise that the teacher is extremely 

ineffectual at conveying the salient points 

to the students and thus the test will be 

rendered null and void. 

No, seriously...if absolutely every one 

flunked the test , then either:

a) the test material was not covered in class adequately

or 

b) the teacher is failing miserably at conveying 

anything to the students

or

c) the students aren't paying attention but what's the

likelihood of this happening?

There will probably be a review by the heads of

the department and possibly marks bumped up

or a resitting of the test.

The subject matter has been conveyed in a manner not easily  understood by the students, perhaps in- effective teaching methods and or material,I would imagine this would be investigated either way 

SOUNDS FISHY? ALL FAILS MAYBE A MIX UP OF EXAM PAPERS !

... They get their feelings hurt, then it is considered an offensive test then someone cries out I'm offended by this test and then they re-write the test  so that its much easier and everyone can pass, then they get their PhD, B.S. M.A or medical license and then they do surgery on you the following day.

Not all teacher are good at their job, I'v seen some teacher that are good and some not so good, depending on the subject their teaching.and some are too proud to  admitted it, their not fited for the job.
