Get yourself a conversion program. Examples include Format Factory and one called MP3 to WAV, which can handle VOC files as well (see the Resources section). To do so, click on the link below for the program of your choice, then click on the download link on the program website.

Click "Save As" to begin the download. Once the installation file downloads, open it by double-clicking on it. This will take you through installation, where you'll be able to choose a directory and put the program onto your computer.

Begin the program by opening the shortcut icon for it. Tell the program you want to convert to MP3 by clicking the appropriate button or clicking on the "Output" dropdown menu and selecting "MP3."

Click on the "Add File" button and find your VOC file through the browse menu that appears. Double-click on it. Click on the "Convert" button to convert to MP3.
