Use an exfoliant  on your legs in the shower/bath, then moisturize, a fairly heavy moisturizer such as Sorbeline is good

Lots of moisturizing lotion and more humidity in your home! Also baby oil helps!

Ask the bus driver to maybe shove the guy over a bit so he doesn't end up sprawled across your legs!  I too am just thinking outside of the box...or cell...(wadda ya call it when yer windows are bars again??)

First of all, the skin is already dead. You don't really want to get rid of all of it (:D), but you do want it to look smooth and silky. 
Don't bathe or shower with water that is extremely hot, as that dries your skin.
Use a moisturizing soap (liquid vs solid).
Not using lotion after cleansing is almost illegal in 46 states (just kidding)
I recommend AVON "Skin So Soft".  There is a spray that you can use on wet skin, then pat your skin dry. You don't even NEED lotion then.  It smells fresh

Use some exfoliant in your legs while bathing, it helps in getting rid of the dead cells.
