I am not a big fan of feet... I don't like mine touched. It is a very large free-freak-me-out and so my pedicures are always done by me, myself and I.
I also insist that clean feet only live in my space. I am fortunate that everyone has always taken this seriously.
Actually, everything should be clean.
Oh ... dang! MCM! Now, look what you have done... I need to sterilize my environment all over again!!!!!!!!! :D augh!

The number of glands dictates how much a person perspires, even in their feet. The amount of perspiration varies from person to person and race to race. Even within the same continent, Indians and southeast Asians perspire more than Japanese and especially Korean.
This is a very good question as in Hawaii and most Asian countries people take off their shoes to enter a person's home. Hence, there's no where to hide.
Having said that, I feel that a person who takes care of his feet is more inclined to take care of other parts of his body. Since I am unwilling to buy expensive foot cream, I, without exception, put on talcum powder after each shower. Powder keeps your feet dry and absorbs a lot of the unwanted odor.
