If you never entered a drawing to win, then no, you didn't really win. 

If they say you did, you did.  Now, claiming the prize may be a totally different story.  It may come at a cost to you.  Don't be a sucker.

If it is requiring any money from you, at any time, than it is a scam. This includes if they send you a check to supposedly pay taxes on your winnings. I say this, as it is only a scam to get you to send real money, while the check they sent you was a worthless fake.
