Ever seen an old fashioned Out House?  This was a small structure with a clean out panel at the back, enabling one to remove the contents, or they were over a deep hole which eventually would compost the stuff, and lime would be added to assist with the smell, etc.

Acquire the materials. Much of the material needed to build a composting toilet is available at lumber or home supply stores. One item may require a bit of scavenging. A principal component of the toilet is a barrel. Lined barrels last longer than unlined due to the corrosive nature of urine on steel. Common sources of a surplus lined barrel include feed stores and beekeepers. Sound like a smelly job to me, I don;t think they would allow that in the middle of the city.
