"When she can be in Mosco" is a clause and not a complete sentence.

"When can she be in Mosco?" is a sentence, a question and is preferable to "When she can be in Mosco".

"When can she be in Moscow?"

I would like three weeks notice and the fire lit!

Are you sure she wants to go to Mosco and not Moscow?
