Bishop, CA Chicken Coop Ordinance Requirements

What is considered caged in chickens in Bishop, CA? I'm being told my chcikens must be caged and that they can not be free range! Can someone help me with the specifics of this. Half the yard is fenced and gated for the chickens with a ramp to a coop at night. Are my chickens classified as caged as they should be or does caged go as far as requiring the entire thing to be fenced, including over the top? I've been searcing all over the web but am having a very hard time finding an answer to this question.

You can check with your city's ordnance dept. Possibly called the zoning dept. Check with your town/city hall for the proper dept.
