Go back to the site you saw the clip art on and scroll to the bottom of the page. Look to see if there's a contact link or an e-mail address. You will need to contact that site's owner(s) for permission to use the clip art. If you are a published writer you will know whether or not you need to provide illustrations.
If you have not been published, either try to interest a literary agent who will advise you or check out publishers' websites. They will tell you if they do publish children's books, and you should be able to find out if illustrations are required. Often publishers prefer to commission the illustrations from elsewhere.
