China has been able to rapidly modernize itself. This leads to longer life expectancy hence people stick around longer meaning more people. Second many people in the past and even today have more children because children are thought of as a resource, the children could work on farms or in factories. And as more people make the transition from rural to urban living they still keep the notion of children as resources. Thirdly poor people usually don't have many entertainment options (such as TV) and sex is free alternative, and being that they might not have adequate access, or education of, contraceptives it leads to having more children. However China's growth is slowing.

When was it a small population?? :)
Many years ago Chinese women were encouraged to have children - this was done in to build up the military and work force in years to come, to protect themselves from the Russians and the Japanese, 'overpower in numbers'. Unfortunateley, girl babies were not wanted and giving birth to more than one female was considered a hardship and they were disposed of. 'literally'. In the late 70's, the 'one child' policy was implemented.

The One-Child policy is having repercussions as the population of elderly is increasing and there are not enough young people to support them. There is little provision for the care of the elderly and stigma against those who have dementia. The Chinese have to address this problem though it is likely that they will simply ignore it.
