The reason is because years ago, the govt. paid very little in salary. To compensate for this loss, benefits and pensions were created to make the govt. competitive with the private sector. People are upset today, because the private sector is losing jobs and govt. ones appear to be more stable. Look back to the 1970's and research teacher pay as an example. Who would pay for a Master's Degree to work in NYS if the pay was around 7-11,000? The recession has villanized the govt. employee.

You don't state which country's federal workers. I'm retired from the US Gov't. and while I was working, there were studies done which showed that federal employees made less than their private industry counterparts. There are also many jobs in the gov't. which have no counterparts in the private sector and there is also "Locality Pay", where differences in the cost of living in one's area of employment are supposedly adjusted, so a federal employee with the same grade and step working in Cheyenne would make less than the same grade and step employee in NY. I really can't comment on the health insurance and benefits (I am on the Civil Service Retirement System, rather than Social Security), other than I was more than satisfied with them.
