In common usage, theft is the taking of another person's property without that person's permission or consent with the intent to deprive the rightful owner of it.

BOB, the question is looking for equivalent of theft in a civil way rather than criminal. You have given the list which i think borders on criminal rather than civil.

Civil theft is : An employee doing private work on company time. That is 'stealing' from employer. 2. stay at a hotel and take toiletaries as if yours. It is for your use not to take it home!

I see what you mean. Your first example makes sense. Hotel toiletries are there for us to use and take home; they aren't left half-used for the next guest.
