Just leave them well alone, the adult bird will attack as she is protecting her young.Give them a bit more time and they will surely move on.

Just like pythonlover said: leave them alone. They are very protective of theire young, just like any other animal. Explain to the city, that it was the persons fault for beeing attacked. He schould have never gone up there to look at the nest. They dont attack people for no reason. My cat was attacked by two blue Jays, because he tried to climb the tree where the Blue Jays had theire young. This is theire natural instinct

If they are in a place that you have to purposely go to to be attacked and You guys all agree to leave them alone- especially the guy who was attacked- there shouldn't be too much of a problem. Will the Captain back you on this?  I hope so.  Birds of prey are called raptors for a reason!!  They are beautiful!

We have hawks and eagles her in Northern California. I see many of them when I’m in my yard (nearly an acre in size. I have two bird feeders and a flock of chickens with several chicks. There are  many cats, dogs and children in the neighborhood as well. Some of the Bald eagles are very large standing  nearly 3 feet tall. I have lost a few chicks to nesting Kestrels and Red-tail hawks. But there are may birds in this area and we all enjoy them. Nesting California wild pigeons and neighbors drive off blue jays.  Feed the birds and enjoy their near-by presence. 

I have two guinea pigs whom I adore. Sometimes I let them run around on the lawn, under my supervision, because they desperately need exercise and because I love to see them happy and "in their element" lol. But it's also stressful for me because I'm constantly looking up at the sky and trees to make sure there are no hawks around. Although I have never seen one around here, neighbors have told me that one has passed  through and grabbed a squirrel on his way out.  Will hawks hunt an animal in close proximity to a human? Am I crazy for taking such a chance?
