If the background check requires a police check, yes it would.

How often is a police check required for a simple job like that

It would be a one off check, background checks are made for different reasons usually for the employer to know that the employee will not pose a threat to the place of business. For example if the employee has numerous convictions of theft the employer is not going to want him/her working in an environment that handles money, or a child sex offender would not get employed where there are children present.Depends what the employer wants to know about the person they may be hiring.

Background checks are done by the employer at it's discretion based upon the legal obligations and requirements of the business. They can be county, state or federal. It all depends on what level the employer wants to pay for, based upon the level of liability of the business.

In this case, perhaps the restaurant only did a county or state-wide check.
