    If you are asking if your buffalo heifer can be bred at an earlier age than usual (which is around 15 mo. old) then yes they can.  This is a management practice which is dependent upon two things; 1. the structural growth and development of her, and 2. the reproductive maturity of the heifer (if she is ovulating).  As with domestic cattle, she can be mated a few months earlier with both of these items considered.  Normally, the average age of a cow calving for the first time is on or about her second birthday.  (15 mo. old to breed for first time, plus a 9 mo. gestation (pregnancy) = 24 mo.)  Sometimes the animal hasn't been witnessed in heat, and if using A.I. (artificial insemination), it is imperative to perform A.I. when she is at proper readiness.  Hormones may be administered to bring her into heat, so that the breeding may be performed.  If being bred naturally, (using a bull), then he will full well know the exact moment when she is most ready!  I hope this helps with your question...
