    I wouldn't think so.General houshold cleaning is your responsibility.

    The last tenent emptied kitty litter box outside by our patio and neighborhood cats have been using the area ever since. We were told No animals had been in apartment!

    When you rent a place, you actually are considered a fee simple owner or simply the "owner" of the house for the duration of the lease term.  As an "owner", you're expected to do a few things to maintain the house in an eye-appealing manner.  What you describe herein is merely ordinary maintenance of the house and should be your responsibility unless otherwise specified in the lease documents.  I would add too that if the maintenance is structural in nature, then the Landlord should be responsible for it.

    true, as a renter you must leave the property in the same condition as it was when you moved in.. other than normal wear and tear.

    Yes I see what you mean now.I guess the simple way to fix the problem is to take some steps yourself. Clean up the kitty litter or sprinkle it with somethig to keep the cats away.

    It is said cats don't like the smell of citrus. I would clean the litter up fist  Cats develop a habit so take the smelly litter out first!

    Only if the cat belongs to him.

    If you just moved in you can ask the landlord.  Otherwise, clean it up well and the neighborhood cats will find another place.

    Generally speaking, landlords are responsible for "common areas" only.  If it's on your back porch, then it's your responsibility?  (PS How did you miss this when you moved in? I would have insisted that it be cleaned up before you took possession.)
