    I think you will need to include "court"  but here are a few words to describe it:  


    Unfair, Illegal. Punitive, Farce, Bigoted, Vigilante...


    Kangaroo courts can describe 2 different thing: A judge who quickly jumps to a conclusion and therefore does not adhear to the legal proceedings...and gives a harsh punishment.  OR  a crowd (prisoners, vigilantes, co-workers, gang) takes the law into their own hands and without due process comes to a verdict.
