Yes, you certainly can get your money back by going to your Paypal account and file a dispute, and remember to file as "Non-receipt Items" category. The seller will be asked to provide tracking information, or will be forced to refund you money. The seller must provide valid tracking info if they have it. Good luck!

One my friend wanted to make a refund and opened a dispute. The seller just did not answer on it, and 20 days later the dispute was closed by paypal. But the money are still in seller's wallet..
