I have a cement walkway in front of our house but when ice melts it collects all the water because it is to low. I want to make it higher so water will run off. Do I have to get rid of the old cement before I can build it up or can I just put new cement on top of the old Cement walk?

yes you can if it will be at least 3" thick.also it would be goog to add about 2" of gravel so water can drain properly. make sure that the edges of the sidewalk has gravel also. then you can add dirt on top to plant grass or some flowers to cover the rough concrete edges after you pour the concrete.

Most of Interstate highways across northern Pennsylvania were repaired using that method.
When the roads were first being built, starting back in the fifties, they had to be built to the ridged federal specks or the state could not get federal funding.
The federal regulations call for a four foot base, but because of the almost daily freeze a thaw cycles in northern Pennsylvania, a seven foot base is required.
After the roadway deteriorated, as the state knew it would, they simply crumbled the existing road, dug down to match up with the bridges, then pured in new road over top.
