    Credit card debit

My best friend is running up her credit cards sky high. Her logic is because she is in poor health and that she is going to die before she is 70y (she's 63) that any outstanding debts will no be collected. And her daughter will not be responsible to pay any balances on cards. Is that true?

Not always. Some states mandate the inheritors or family pay off outstanding bills. She should check her state laws on this.
