A couple of thoughts.
Authority can mean the entity in charge or enforcing laws and rules.
Authority can mean one who is extraordinarily knowledgeable in a subject area.
Examples:
The authorities at the passport office would not issue a passport to the man who did not have proper identification. (Substitute: people in charge)
John Doe is an authority on nondescript people. (Substitute: expert)
