No. Unfortunately. The mobile phone companies are supposedly the only people who have access to addresses.And the numbers are all linked to the service provider. eg 077 for dialog. The police can trace the miscreant if you want to know where they live but only if they are harassing you or giving you death threats. The service provider will give you methods of blocking an irritating caller but won't divulge his address. The users of mobile phones are untraceable and that is the reason why I got absolutely no replies to my man servant ad, because I insisted on a land phone line whic is the only traceable way of finding a caller.
