I am assuming by safety equipment they meant a pfd (life preserver). 14 ft boat is actually pretty small if you encounter foul weather and high seas (large waves). The boat can flip or swamp (swamped boats collect too much water from waves and slowly sink. Also, depending on how many are fishing on the boat someone could accidentally get pushed overboard. Some people who fish get pretty aggressive trying to get the fish on board before it gets off the hook. Having clean pliers to remove hooks that accidentally embed in you is a good idea too. Have fun but PLEASE throw back any fish that is too small or that you do not plan to eat!!!!

A certified life jacket for each person.An anchor,A white navigation light centrally mounted,red & green nav lights,red to port (left),green to starboard,(right).may be optional on small open boats.An EPURB unit is also optional.Oars or paddles.These are basic requirements by international marine law.
