4  3/8 is in its simplest form.
If the numerator is larger than the denominator ( 4/3 ), it can be simplified....1 1/3
If the denominator can be EVENLY (no remainder) divided by the numerator, the fraction is not in its simplest form.      4/8  is 1/2         5/15  is 1/3       6/24    is 1/4    (Divide each by the numerator)

I hope this helps.  There are some easy tricks to improper fractions, but I don't want to make it complicated.  Two "rules" for now:
    1.  Numerator should be less than denominator
    2.  Denominator should not be evenly divisible by numerator.

Thanks for the person who answered my question about the "improper fraction"...I took Algebra 60 last year...and the Teacher told us that in order to make it into a "proper fraction" we should multiply the single numer (in this case: 4) by the denominator (which is 8) and add the nominator (which is 3) and then have a new fraction with the same denominator..like this: 4 x 8 + 3 over 8 = 35/8  so perhaps this is the most simplified form..but I still thank you for the explanation because it was very valuable as well...:0
