Here is the official Support forum discussing the same matter : http://supportforums.blackberry.com/t5/BlackBerry-Torch/BB-Torch-9800-0-attempt-left/td-p/1388375 . They provide some suggestions to reset the phone and it's unlock attempts counter.
Next time when you try to unlock ,get the unlock code from the service provider or from professional unlock site like UnBBlock.com . There you have to give your Country and current network name along with your IMEI number to get the unlock code. They will give you the unlock code along with instruction on how to unlock. Follow the instruction correctly and unlock your Blackberry 9800 .
