Usually babies who are born "small for dates" - gain weight initially very quickly. At one year if his weight is satisfactory and as pythonlover says he is within the normal range according to the charts and the Doctor there is no need to worry. It is not always a good thing to compare babies with other babies - you need to get satisfaction from the Doctor and possible paediactric dietician. However, if you are saying the Doctor says his weight is not less - why are you saying his weight is not increasing.

My son was premature, weighing 3 lb. 14 oz. at birth and was hospitalized for about one month in the NICU. At the end of his first year, he weighed 18 lb. 4 oz. He was at the low end of the growth chart, but "caught up" eventually.
As pythonlover has suggested, your child's pediatrician should be consulted about your child's "failure to thrive". I am assuming you have been prudent in medical appointments and following the doctor's recommendations for your child's health and development.
