Typically you take something acid based and wipe off the powdery white residue. I have saw vinegar used for this purpose. The intent of this is to give the paint a clean metal surface to adhere to, rather than the residue. The white powdery residue is oxidation of the zinc and other alloys used in the galvanization process. Although it makes the steel underneath it resistant to rusting, it oxidizes a little itself.
