    there are some standard measurements and they go by size.  If you are making the garment for yourself, consider finding a shirt with a cuff that feels comfortable on you and use those measurements as a guide.  Generally, allow an extra 1" over the measurement of the person's wrist to allow for comfort and ease of moving the garment out of the way when washing hands, etc. All my best

    A cuff should never be tight. Check to see if you cut the material properly, maybe it needed to be cut on the bias. Also, check to see if you used the right kind of material.
