We are an all volunteer site. It is the holiday. People are busy getting ready for Christmas or travel. I'm doing the best I can here. If you need or want faster service, go to site where you pay for answers. Now, I will be back as soon as I can since I have to hit the internet and Google an answer for you. I am not a tech but I do know how to use my search engine and research other issues like this. Something you could do yourself if you are in a hurry. I also have to take time to look up RR since I only know e-mail providers by their full names, not initials.
Do you suppose your time is still more valuable than my donated time?

You will have to take this problem to Microsoft as it is their application and I can not find a solution on the internet.

My suggestion from my own opinion is that is sounds like your computer has a virus. Outlook express does not have a good virus catcher.
Download this: malwarebtyes: http://http://download.cnet.com/Malwarebytes-Anti-Malware/3000-8022_4-10804572.html and run a deep scan. The scan may take a few hours depending on how much stuff you have stored in your computer.
