This is something to be investigated and brought to the principle or head of the school. This may explain her speech problem and why she is not progressing. As I suggested before, get her to a psychologist. You need to get out of her (gently) what men she is afraid of.

Sorry, I didn't realize you had switched to another child. I thought we were talking about the same one. How is your home life? You have two troubled children. Is there a lot of stress at home? Do they get enough time with you? Are they in the care of others more than with you?
I don't mean to scare you, but she could be the victim of sexual abuse. Take her for a "physical". Don't wait; it's the weekend and in most locales, there's no school the next 2 days (in the US, anyway). Try also to find out why she is scared.I'd ask her "Which men?" "Does anyone look at you funny or stare at you?" "Does somebody go to the bathroom with you?" Did you promise not to tell something?" Talk to her teacher and other mothers. Hopefully her fears are unfounded from something irrational. Let us know the outcome. Thank you.
