we live in a rv park in florida,which also has year round residents.The park is charging the year round residents .13 kwh for electric,when the surrounding homes outside the park are being charged .07 oer kwh from teco. the park owns the meters however can they overcharge almost double the going rate. Not sure if they havea license to buy and resell power

The park is adding it's own charge to the utility suppliers charge, maybe. That's what it sounds like to me. Not sure if that is legal in your state as I live on CT so I do not know your laws. I'm not sure if there is an RV park authority (like the housing authority that all states have) that governs RV parks but if there is, you need to check this with them.
