These are possibilities only : Maybe the old owner still has some remote access via phone or another  computer. I think if you are using windows that you are doing yourself a disservice . I will admit to having a few problems using Linux,but no where near the problems with windows . My suggestion is retrieve all your passwords and save what you want and have Linux installed  .. You can spend a lot of time going in circles with what you have . The install will take maybe two hours and a little time setting it up .What ever works for you .
