    They are the streets to all the transit stops. I'm not going to look at the route schedule to find the next street.

    9 because it does not contain a "T" in the spelling.  Then 7 would follow 9 and then 6, 5, 4, 1.

    Think about the spelling of the numbers. All the numbers listed have a T in their spelling. The number sequence is going down, so looking for numbers with no T in their spelling below 23 would be the ones I listed making 9 the next number in the sequence of numbers with no T.
