Not clear what you infer by "directorate"
HQ is abbreviation for Head Quarters. This can be Platoon HQ Company HQ Battalion HQ and it is from here that the unit is controlled and plans for that particular unit formulated.
A directorate to me would be the issuing of orders (directives) to be carried out by a subordinate unit by a unit of higher standing.
That is a Company Commander would issue a directive (order) to his/her Platoon Commanders as to what the Company Commader wanted done.
There are heaps of HQs up to and including Divisional Head Quarters. chain of command.
