Oxygen is more soluble in water than nitrogen is. Water in equilibrium with air contains approximately 1 molecule of dissolved O2 for every 2 molecules of N2.Due to the presence of 1 molecule of oxygen in water which is compared with 2 molecules of Nitrogen.This is ratio of pure oxygen but for the Boost oxygen it is little bit difference in terms of ratio in mixture.
