If an individual studies law at home and then passes the Bar Association test, isn't that person then allowed to practice law?

Yes, but only in his own home amongst his immediate family.

The guy that Leonardo DiCaprio portrayed in "Catch me if you can" didn't go to law school, studied for it on his own and passed the Bar Exam.  That was a true story too.  So I would say yes.
