Your jets are clogged, you have to take apart the carburetor and clean them....
If you loosen the clamp that clamps the carburetor to the head you should be able to turn the carb to one side or the other. When you do this you will see the bottom of the carb or the bowl. Take the bowl off (usually 4 screws) and you will see a little hollow pipe looking thing in there. That is the jet, it threaded in to the body of the carb. Unscrew the jet and spray it with carb and choke cleaner, find a paper clip or something of the sort that you can run through the jet to get any debris out of it. Reassemble and you should be good to go.

Please don't use a paper clip to do this as jets are brass and can be scratched and change performance, use a jet cleaner of proper size or soak in solvent.

Have you checked the intake manifold to see if it's sucking air.
A good easy way to check this is to spray some starting fluid on the intake manifold and see if the motor speeds up if so there is a leak.
