That would probably be a question for PA Utilities Commision. Many such sites post who regulates them and also an assigned number, this could also be a starting point for you. It is not uncommon for electricity, or fuels to be shipped off to where they fetch the best price, or to a more accomodating market. When you look at the situation with gasoline and heating fuel, I suppose its not that much different. But, it's not exactly a step toward becoming a self-sustaining nation when it comes to energy consumption is it? It would be interesting to see if it was coming from publicly-owned land! If it was, it would be a little contradictory to self-sustaining.
