Your description of a tingling filling from your left shoulder blade down to your fingers, corresponds some symptoms of a condition called cervical radiculopathy, which some other symptoms often also include pain in these areas, and at some patients a feeling that lifting the tingling arm above their head reliefs that feeling. These and some other symptoms may indicate having a disk herniation or an inflammatory disease in the neck. These conditions are classified as properties of cervical radiculopathy.
