what should I use for a base to put brick walkway on?

I am going to putting down brick walkway and wanted a good solid base. I was thinking of polymer sand but read bad reviews. Then I was thinking a dry mortar mix about 2" thick and then using it again in the cracks between the brick. Thoughts, ideas, what would the ratio of the mix be? Should I mix the mortar wet and then apply the bricks to the bed? What about making a mortar bed like for kitchen tile installation and then putting the bricks on top with a dry mix between the cracks? The soil where we are working is very clay like and when dry is like a cement slab but the slightest moisture turns it to very soft sticky mud, so we are trying to keep the base from changing.
