5% is 1/20 of 1.  If you multiply 3.5 x 20, you get the answer:     70.00

To check your answer, multiply 70.00 x .05 or divide it by 20.   

Note: While solving any kind of problem, if you convert the decimal number into fraction, then it will be easy to solve the problem.

Here is the solution for you:

1. Let us assume the number as any variable [ let it be y]

2. Changing the percentage into fraction

i.e. 5% = 5/100

3. Similarly, changing the decimal number into fraction

i.e 3.5 = 35/10

4. By question,

0.5% of y = 3.5

i.e 5/100 × y = 35/10

On solving, y = 70

So, the required number is 70.

When our state income tax was 5%, we (at the store) would figure the amount by dropping the last number and divide by 2. That said, x=3.5/2 or .175 or 17 cents....Where did I screw up....?
