    I would say no.

    call the Health Department.

    Sometimes our city water looks milky but it's because they've aerated it too much (allowed in too much air).

    THIS IS SOMETHING YOU BETTER CHECK OUT. IT HAS SOME WATER IN THE OIL. I HAVE SEEN THIS HAPPEN MANY TIMES WHEN A HEAD GASKET LEAKS INTO THE OIL. YOU NEED TO HAVE A PRESSURE CHECK ON THE RADIATOR AND THEY CAN EVEN TEST THIS OIL AND SEE WHAT IS DOING THIS. HOPE THIS HELPED.
