Someone paid for my education, so it's time for me to do the same. Ponzi-scheme?

yes you do its not rite in my opinion but you do

Yes. It sort of falls under the idea of , "It takes a village". Someone decided we all should take an interest in the future adults and make sure they are educated so they can become productive citizens.

Now counter that with the fact we are also expected to support people on welfare.

I have a problem with welfare being a family thing, it just keeps getting past on to the next generation of family members.

yes it dose and there is nothing the system will do about it they will keep giving to that family but someone who needs it for real they turn them down the ss system seems to be the same way
